Power Ministry in Parliament: AT&C losses at all-India level drop to 16.16% in FY25
The Power Ministry on Monday informed Parliament that aggregate technical and commercial (AT&C) losses at the all-India level have declined to 16.16% in FY25, from 21.91% in FY21.
The Ministry said the Revamped Distribution Sector Scheme (RDSS) is aimed at improving the quality and reliability of power supply through a financially sustainable and operationally efficient distribution network.
The scheme targets AT&C losses of 12–15% and a zero ACS-ARR gap, with projects worth ₹2.83 lakh crore sanctioned so far, including ₹1.53 lakh crore for strengthening distribution infrastructure such as conductor replacement, LT aerial bunched cables, transformer upgrades and agriculture feeder segregation.
On the revocation of grid access, the Ministry said the Central Transmission Utility of India Ltd (CTUIL) has cancelled connectivity for 24 renewable energy developers with a combined capacity of 6,343 MW, citing developer delays rather than transmission constraints. It added that infrastructure is under construction for evacuating 172 GW of renewable energy, with bids under way for 19 GW more.
Outlining measures to reduce emissions from coal-based thermal plants, the government highlighted the commissioning of supercritical and ultra-supercritical units, implementation of the Perform, Achieve and Trade (PAT) scheme, biomass co-firing norms, stricter stack emission standards and a 20-TPD carbon-capture pilot at NTPC’s Vindhyachal plant.
As of October 31, 2025, the Ministry said the latest installed capacity and thermal power share in the energy mix have been detailed in Parliament records.
