India Strengthens Armed Forces with Inter-Services Organisations Act Rules, ET Government
NEW DELHI: The Ministry of Defence has notified the Rules under the Inter-Services Organisations (Command, Control & Discipline) Act, 2023, bringing the landmark legislation into full operational effect from May 27, 2025. This significant step aims to enhance jointness, streamline command structures, and boost disciplinary efficiency across the Indian Armed Forces.
The Act empowers Commanders-in-Chief and Officers-in-Command of Inter-Services Organisations (ISOs) to exercise command and administrative control over service personnel from different branches of the military, while preserving the unique service conditions of each.
The newly notified Rules, framed under Section 11 of the Act, provide the essential procedural and regulatory framework for implementation. They are expected to expedite disciplinary actions, reduce procedural duplication, and improve operational synergy within ISOs—critical units composed of personnel from the Army, Navy, and Air Force.
The Inter-Services Organisations Act was passed by both Houses of Parliament during the Monsoon Session of 2023, received Presidential assent on August 15, 2023, and officially came into force on May 10, 2024, as per earlier gazette notifications.
The notification of these subordinate Rules marks the final step in implementing the Act. Defence officials noted that this reform aligns with India’s long-standing efforts to modernize military structures and foster greater integration among the three services, particularly in joint commands and tri-service institutions.
The new framework is expected to empower ISO leadership with clearer authority and ensure faster, unified responses in both peacetime administration and wartime coordination.
